Maybe the network administrator has deleted all default shares on the SERVER, such as c$, d$, e$. So it leads to your connection failure and has nothing to do with the net command.

First, I clearly tell you that an empty connection (IPC) is established, and it doesn't necessarily require the other party to have the default share enabled.
If the key value of RestrictAnonymous (DWORD) under [HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\LSA] is 00000001, then even if the other party has the IPC$ share enabled, you may not be able to establish an empty connection.

There are only 2 situations for your situation without outbound calls.
1. Host direct sharing
2. Host set up WEB server
