Replying to the OP's question: ever since DOS 8.0(WIN ME), Microsoft removed the /S parameter. If you want to make a system disk, you can only do FORMAT A: first and then SYS A:

But you can format drive A through the right-click menu, and choose to create an MS-DOS startup disk...

It seems Microsoft has already removed the Format /s parameter from XP, 2000, and ME. The SYS command can only transfer the system to drive C.

First write a batch file,
and put this in it:
qv *.jpg
then rename this batch file to format
If you think it still doesn't look enough like it,
you can use bat2com to change it a bit!
