My system is win98. I want to enter pure DOS, so after rebooting I pressed ctrl and entered ms-dos7.10. But I tried many more times afterward; sometimes it worked, sometimes it failed What's going on?

Try pressing the f8 key to enter menu mode, then enter. The command only option. That is also pure DOS
