I'm using WIN98, and I don't know why it can't shut down properly. Thanks for your help.

Is it WIN98? There is a shutdown patch for it.

I think you should install the shutdown patch first, then see whether it can shut down normally.

Is your motherboard using a VIA chip? If so, please install the WIN98 shutdown patch first.

I ran into this before too. I had installed a media player program, and later I didn't want it anymore, so I uninstalled it. But during uninstall it asked whether to delete a shared file, and I didn't pay attention to it and just chose "Yes" directly. Who would have thought that after that there was no response when shutting down the system. Later I had to terminate all the system's processes before I could shut it down, but that doesn't solve the root problem. Only updating the system registry can solve it fundamentally.
