The best way is to install a virtual machine, such as Virtual PC 2007, and then you can do whatever you want. WIN98 itself should be installed under DOS, and it can't be installed under a WIN version higher than it.

Boot the machine with a boot disk (preferably a Windows 98 boot disk), then go to the Win98 directory of the installation files, run Setup, then press Enter, wait until Scandisk finishes scanning your hard disk, press X, and then you will enter the installation!
