I found during debugging in VMware:
1. Load a hard disk with 24 partitions C:~Z:
2. Add a line in config.sys:
lastdrivehigh=Y (that is, less than the actual required drive letters)

Then when booting from the floppy drive, the Chinese menu generated by VTmagic.COM in config.sys cannot be displayed, but the Chinese characters generated by VTmagic.COM in Autoexec.bat can be displayed.
I wonder which has a bug, ConMenu.sys V2.12 or VTmagic.COM?

If loading
lastdrivehigh=Y (that is, fewer than the actual required drive letters)
causes a problem, then this statement should be the issue. Generally, it is that the number of assignable drive letters is greater than the actual partitions
