This is something specifically used to compress driver files under DOS (SYS files). When making a boot disk it can reduce space usage. Note that not all SYS files can be compressed successfully.

I think UPX has a higher success rate when compressing SYS files. If UPX can't compress it, then SYSPACK can't compress it either.
