My network card is 8139. I wrote in config.sys

DEVICEHIGH=C:\8139\protman.dos /I:C:\8139
DEVICEHIGH=C:\8139\dis_pkt.dos
DEVICEHIGH=C:\8139\rtsnd.dos

In autoexec.bat I wrote

rtl8139.com 0x60 -m 100full

From the step-by-step tracking results, it seems all passed, but after I configured IP, MASK, DNS, gateway in ARACHNE 1.7, I can't connect to any website. But reading local web pages is okay.

I don't know much about ARACHNE. I'm not sure whether it uses NDIS driver or PACKET driver, but I think there's something wrong with your loading of the network card driver.

RTSND.DOS is an NDIS driver, and then it converts NDIS to PACKET through DIS_PKT.DOS, so that PACKET is supported.

But RTL8139 is a PACKET driver, and you loaded it again. What's the situation here?

If ARACHNE uses the PACKET driver, as long as you run RTL8139, you should delete all the commands in CONFIG.

RTSND.DOS is an NDIS driver, and then DIS_PKT.DOS is used to convert NDIS to PACKET ..

I also don't know how to configure it.
Those 3 commands in config come from GHOST, and that command in autoexec comes from maxdos. I don't know what these commands specifically do.
I tried removing those 3 commands in config and only running rtl8139, and the recognized network card MAC was all FF. As soon as I ran ARACHNE, it prompted that there was no driver.

If you confirm that the network card of your machine is 8139, then download the latest driver and try again. Address:
ftp://210.51.181.211/cn/nic/rtl8169rtl8169sbrtl8110sbrtl8169sc/ndis2-8169(114).zip
The driver is the RtsPkt.exe file in the EXE directory, and the loading command is Rtspkt 0x60

I'm sorry, it should be the RTSPKT.COM file in the EXE directory of ftp://202.65.194.18/cn/nic/rtl8139abcd8130810xpciseries/rtspkt-8139(344).zip
