I haven't really known under pure DOS, but under CMD you can open it in the following way:
control inetcpl.cpl |

I've sorted out the Control Panel options in XP that can be opened with control *.cpl. The following content without notes may not exist on some computers or are options for which I haven't found relevant information yet. The specific number of *.cpl files may be more on some computers, which is related to the settings of some software. For example, QuickTime will generate QuickTime.cpl

It seems there is a mistake. It should be netcpl.cpl
