I'm currently using MSCLIENT3 under DOS, which is TCP protocol. I can ping the 2003 Server, but I can't map the directory of 2003 using NET USE. What should I do now?

For networking under DOS, I suggest using the NetBEUI protocol to connect (first install this protocol in Win2003), so the chance of success will be much greater.

Isn't NetBEUI not supported in 2003?

Use the NetBEUI protocol to connect. First install this protocol under Win2003, it's on the CD. I do the same under XP, with a relatively high success rate.
