In the new DOS era, there are many FreeDOS boot disks and system installation disks. I have tried them and they can be downloaded!

It's a bit outdated...
The more stable kernels currently are 2035a-unstable and FreeCOM here:
http://fdos.org/kernel
I have used it for a long time without any problems.
