I don't know what it's an abbreviation for, I only know it means "upper memory." That is, the usable memory between 640 and 1024.
This line means DOS is loaded into upper memory, and can manage upper memory.

No wonder there's a system in my upper taking up 11k, removing high should do it, right?

It means loading DOS into high memory, and activating upper memory UMB.
