Is there any tool for making a USB bootable disk that is the MS-DOS 6.22 version? There is a way, which is to make it after installing Windows 98, but now few people have Windows 98 personally, so is there such a tool? Most of the ones on the Internet are the MS-DOS 7.1 version

Installing Win98 and then making MSDOS 6.22? I really don't understand. To make a USB bootable disk for MSDOS 6.22, you only need a Windows software called USBoot and the system files of MSDOS 6.22.

usboot may be invalid for DOS 6.22 because the boot sector of DOS 6.22 is different from that of MS-DOS 7.1, and MS-DOS 6.22 also has requirements for the storage locations of msdos.sys and io.sys on the disk. The most effective way is still to boot from a floppy disk to DOS 6.22, load the USB driver, and then use format /s or sys command to transfer the DOS system files to the USB flash drive.

The one made with USboot is DOS 7.10. If you copy the system files of MSDOS 6.22 to the USB flash drive to overwrite the original DOS 7.10 system files, it won't boot and there will be a version mismatch.

Oh, really, just make a 7.1 or 8.1 USB boot disk first, and then overwrite it with the three boot files of 6.22!

Use UltraISO. First, download the MS-DOS 6.22 CD version: http://ms-dos.cz.cc/show.php?id=239 Open it with UltraISO. In the menu, select Boot -> Write Hard Disk Image. Select your USB drive as the hard disk drive, and use the default USB-HDD+ for the writing method. First click Format, after formatting, then click Write.
