I strongly suggest making a DOS 8.0 boot disk. It should be the kind that can boot Win98 and WinME, not the kind that can only boot WinME itself, the WinME boot disk.

But in any case you still have to set the DOS version number, that is, after booting the system with DOS 8.0, you need to set the DOS version number to 7.10 and then see whether Win98 can run.
