Aren't there tools that support NTFS, like ntfs for win98, ntfsdos, and so on? Can it be installed on NTFS through those tools?

When the Windows 9x/me series boot sector looks for the startup files, it cannot read files on NTFS. The software you mentioned can only be used after the system has already booted successfully

Just like DOS cannot be installed on an NTFS partition.

When Win95 had just been born, it didn't even support FAT32, or you could say FAT32 was still in the womb, let alone NTFS.

NTFS came out earlier than FAT32. NT 3.1 in 1993 already had NTFS, while Win95 OSR2 in 1997 was when FAT32 appeared. That's why there was the situation where NT 4 supported NTFS but not FAT32.
