The companion CD that comes with Netac dual-boot USB flash drives has a USB-FDD boot creation tool, and it also includes a simple FreeDOS image file. However, USB flash drives that support both USB-FDD/HDD booting are rather uncommon.
For those that support USB-ZIP/HDD booting, the tool mentioned by the poster above should work.
