The DOS files under Win98's COMMAND directory are really pitifully few, just some of the most ordinary command-line tools.

MS-DOS 7.1 is included on any Windows 98 installation CD.

But the Win98 installation CD doesn't have the full DOS version (only a so-called WinDOS 7.1), and there are various issues that need patching, so it's not as easy to use as the official version.
