I have a notebook hard drive, but it's too small, only 2GB. I want to use it as a boot disk, but I don't know where to start. Please advise! Thanks in advance.

I wonder what kind of boot disk the OP wants to make? I don't think it was explained in enough detail. If you want to make it into a mobile hard drive and have it bootable, first you need to get an external hard drive enclosure and put it in, then under 98 you can transfer the system, or use software like USBBOOT to transfer it.
