My system is WIN200, and there is a lot of software installed on this machine. When I open Add/Remove Windows Components in Add/Remove Programs, the system says the setup information file netoc.inf cannot be opened and cannot be initialized, and then I can't get in.

It may be that some program currently running is refusing your access to this file. Try booting the system in clean mode.

It could also be that the installation information file was lost, causing the uninstall program to be unable to proceed. Please delete the related files, and clear the related entries in the registry.

But that information file can be found on the system drive, it hasn't been lost. I entered 2000 in safe mode, and the problem is still the same.
