As for software that can play SWF/Flash under pure DOS, I really haven't heard of any at present.
MBR and HMA are completely different things, so what do you mean by putting DOS into the MBR?
As for restoring something after COPY has combined it, if there is no fixed format, then it is impossible.
To make SEAL support Chinese, simply modifying the font is not enough, because you must first make SEAL's kernel support DBCS, otherwise it will naturally display as garbled text.
To start Windows 3.2 from MS-DOS 7.1, just run Windows 3.2's WIN.COM.
I've also always wanted to sort out the forum's featured threads, but time is limited. Can you help out?
The MS-DOS 7.1 boot disk I made supports the mouse, including PS/2 mice and COM mice.
A few DOS TSR programs indeed do not have /U or other exit functions, so they can only be forcibly unloaded.
As for Win98 questions, it would be better to have Mr. Mo and the others answer them.

Aside from USB mice, my MS-DOS 7.1 boot disk should support all kinds of mice. If you want to add USB mouse support, that isn't difficult either; just use OHCI.EXE or UHCI.EXE.
The last version of MS-DOS is naturally MS-DOS 8.00. As for saying OS/2 is a new version of DOS, that is an entirely different matter. It means that IBM and Microsoft wanted to use OS/2 to replace DOS back then, but they did not succeed.
