My DOS 7.1 system is installed on a USB mobile hard drive, but the computer does not support USB booting. So I used a floppy disk DOS 7.1 boot disk (with USB recognition) to boot the computer, which is okay.

The problem is:
To run the DOS program on the USB disk, the drive letter of the mobile disk (here it is E:) needs to be used in the content of the config.sys file on the floppy disk. But when the floppy disk DOS is booted, the USB disk has not been recognized yet, and then a configuration error is prompted, and some drivers on the USB disk cannot be loaded. As a result, the DOS program cannot run normally.

Please, experts, give some advice. Is there a way to solve this? Can the configuration be changed after DOS is booted?

CONFIG.sys configuration:
devicehigh=Vide-cdd.sys /D:IDE-CD

Just move the contents of the config.sys file to a floppy disk!

According to the method of two digits, it has been successfully solved. That is, when copying files to the floppy disk, there was not enough space on the floppy disk (I used the "Super Boot Disk" downloaded from this site). After I deleted some unused files, I could copy it. Thanks for the guidance!
