Your README says that CWSDPMI.EXE is the best DPMI memory driver under DOS. Then under what circumstances is it used and what are the benefits?

CWSDPMI is a driver for DPMI memory. DPMI is an abbreviation of "DOS Protected Mode Interface". Many 32-bit DOS programs need it, especially the popular DJGPP programs and Free Pascal programs in recent years. Without DPMI servers like CWSDPMI, those programs can't run.
