Draft of the Charter of the China DOS Union
I. Nature of the China DOS Union
The China DOS Union is an internet-based, loosely voluntary organization composed of DOS enthusiasts, non-political and non-economic in nature, consisting of participating members (individuals and personal websites), with the purpose of researching, promoting, and developing DOS.
The members we absorb are mainly DOS enthusiasts whose mother tongue is Chinese or who have a good command of Chinese.
The DOS United Forum is the central base for the activities of the union members, and all registered members of the forum are regarded as participating members.
II. Objectives of the Union
The goal of the DOS Union is to promote and publicize DOS among Chinese-speaking or mainly Chinese-using people, to promote the development of DOS, to promote the computer applications and skills of people who use and master Chinese, and to better popularize computers in non-English countries and regions. Technology has no boundaries, and science has no national boundaries. The China DOS Union does not exclude any non-DOS operating systems or any non-Chinese languages.
III. Relationship between the Union and Members
The relationship between the union and participating members (individuals or websites) is a loose cooperative relationship rather than an affiliation.
The union exists without seeking economic benefits, and members are not allowed to seek economic benefits in the name of the union or union members or to infringe upon the legitimate rights and interests of others. Members are not allowed to make remarks that violate laws and national policies or traditional morality. Members who seriously violate the above principles will be expelled from the union and condemned by all union members. Since the union has no mandatory binding force on members, the union does not make any form of commitment or guarantee for the actions of any participating member at any time.
IV. Political and Legal Issues Related to Union Members
The China DOS Union is a non-political civil organization, and issues other than scientific and technological ones are not the concerns of the union. Therefore, it will not publicly express any views or remarks other than on technological issues in the name of the union.
The union is not a political organization, so it does not inquire about the political stances of any members or non-members, and does not require members to agree or disagree with certain political views in any way (explicitly or implicitly). But we require that members' posts must not violate the laws and regulations promulgated by the country and region where the union forum server is located (currently Zhengzhou University) and the laws and regulations promulgated by the country and region where the members are located. Participating websites must not publish political articles that violate the laws and regulations of the place where the union forum server is located and local laws and regulations.
V. Code of Conduct among Members
In the China DOS Union, all members are equal, and members should respect and understand each other. The forum does not allow anyone or any organization to have privileges.
The moderators of the forum are served by enthusiastic enthusiasts, who voluntarily undertake the management work of the forum. Members who have any objections to the behavior of moderators can express their opinions in the specific community (moderation area).
Members who have the following behaviors will be regarded as unwelcome, and those who are serious will be subject to penalties such as post deletion, criticism, and ID blocking.
① Publish articles and posts that are seriously inconsistent with laws and regulations.
② Be uncivil, immoral, vulgar, use dirty words at will, and refuse to accept rectification and apology within a time limit.
③ Use seriously insulting or discriminatory words against other members, or attack and abuse other members without reason, causing disharmony.
④ Propagate localism, extreme nationalism, etc., with a serious suspicion of insulting or discriminating against other members.
⑤ Post randomly with too many or excessive posts, wasting resources.
⑥ Moderators abuse their management power and cannot treat all members equally.
⑦ Seek improper political or economic benefits for oneself in various ways by relying on the union and damage the reputation of the union.
⑧ Other behaviors that may endanger the security of the union and the forum or cause division.
VI. DOS Union and Copyright
The union acknowledges that it has quoted materials or software that are not of its own copyright, but declares that it is not used for commercial purposes. If you think that the union or its members have infringed your copyright by quoting your software or materials, please contact the union as soon as possible, and the union (or participating members) will immediately delete them. Any use by individual members or on websites, whether declared or not, will be regarded as their personal actions, and the union reserves the right to pursue legal responsibilities.
For the union's own copyright software or materials, other individuals or websites are welcome to quote them, but they must indicate the source.
VII. Management of the DOS Union (This has never been implemented, but it will not be changed for the time being)
The management of the union adopts the council management method. 5-10 members are selected from the participating individual members as council members to be responsible for the management and operation of the union. The council will handle divergent opinions in accordance with the principle of minority服从 majority. Council members are re-elected by members every year.
VIII. Other Supplements
The DOS Union welcomes individuals, units, etc. to provide non-monetary sponsorships such as website space, FTP space, guestbooks, and forums for the union or members.
If the above clauses are inconsistent with the current laws and regulations, the current laws and regulations shall prevail.
