You're using EMS (expanded memory), and it needs to use 64K in the reserved area for mapping. That by itself reduces UMB by 64K. Also, some other expansion cards may be occupying reserved memory. It's best to check it with DOS's MSD.

After I boot with my MS-DOS 7.10 boot disk (choose the second option, the UMBPCI method), I have 630K conventional memory free and a bit over 70K of UMB free:
