I used 4DOS75 to replace MSDOS71's command as the pramary shell. After booting, when I use mem to check TSR programs, there is a SYSTEM taking up more than ten KB of conventional memory. So what exactly is that?

The SYSTEM shown by the MEM command is the DOS system kernel, that is, the memory used by programs such as IO.SYS, including the CON device, etc.
