I tried UCDOS7.0 and CCDOS97 and found that under DOS

their support for Traditional Chinese still isn't all that good, so I came up here to ask whether any expert has an ETen Traditional Chinese support system

one? The smaller the better. I just want to access Chinese directories on the hard disk

under DOS.

There used to be a simplified ETen edition, only a few hundred K. Whether it can be used or not, I wouldn't dare say.
Actually ETen wasn't encrypted, so you should be able to strip it down yourself too.
