This one is packed with apack0.98. After unpacking it and taking a look, what IBM Fdisk? It's clearly FreeDOS Fdisk 1.21. I can Chinese-localize it, but it doesn't support hard disks over 137GB, and the Chinese-localization work would be far too much. You might as well download the Chinese-localized WinME Fdisk instead; it supports hard disks up to 512GB. Just search online for it.
