I used Nero StartSmart to burn a bootable data CD. Under DOS it can boot and I can also see all the files that were burned, but strangely, the two files win98 (DIR) and winxp (DIR) cannot be opened, while the other .exe files can all be opened. But under the Windows XP system all the files can be opened; it's just that under DOS those two files can't be opened.
I'm using a CD-R disc, Samsung TS-H552U.

I ran into the same problem before too. It should be a setting problem with the burning software, probably a matter of choosing ISO9xxx or Juliet. Or perhaps it's a DOS version problem. I wonder what version of DOS the OP is using? I tried booting DOS with a Win98 boot disk, and then I couldn't open any directory; but booting with Wengier's MSDOS 7.1 boot disk worked.

When I burned the disc, Nero's defaults were:
File name length: up to 11 = 8+3 characters (ISO level 1)
Format: Mode 1
Characters: multibyte
Is there any problem with settings like this? I didn't look at these at the time and just burned it, and the result was that under DOS the DIR files would not show up, while the EXE files worked.
Under the Characters item there are also four options: ISO 9660 (standard CD-ROM), DOS, ASCII, and multibyte. It should be a problem with these settings, right?

Use ISO9660; this is the most standard CD file system format.
