Just made it. The GRUB chainloader command can start the recovery console. Assuming the recovery console's boot file is a 8192-byte bootsect.dat file, it can be like this:

chainloader --load-segment=0xd00 --load-offset=0 --boot-CS=0xd00 --boot-IP=0x256 (hd0,0)/bootsect.dat
rootnoverify (hd0)
boot

NTLDR is not easy to boot directly. It heavily relies on the partition it is in, that is, it is bound to the partition. When NTLDR boots, it assumes that it is booted by the NT boot sector and records the information of that partition (it needs to find files like boot.ini from that partition). To boot it from outside the partition with GRUB, it still needs to go through the NT boot sector. This is the usual method:

chainloader (hd0,0)+1
rootnoverify (hd0)
boot

The above assumes that (hd0,0)+1 is the NT boot sector (similar to the DOS boot record, this is the NT boot record).
