The origin of the problem can be found in the post "Why can't the 23M floppy disk made with WinImage7 boot?" published by newpeople at 20:33 on 2005-1-15.

First, you need to use WinImage7 to make a 1.44M floppy disk image, and then change the format in "Image" → "Change Format" to the capacity you want (I made one with 23M, and added 17M files to this image), and don't move anything else.

The image made in this way can be successfully booted in VMware, and the ISO file burned with Nero can also be booted.

Congratulations! ! Only WinImage versions above 7.0 can be used to create large-capacity IMG.

These two days, work is really too busy. I'll post a detailed post in a few days. But I found that files in subfolders in large-capacity images seem to not work, and there are other issues. I'll post after figuring it out.

Methods for creating large-capacity floppy disk images:
1. First, create a 1.44M floppy disk image: Open WinImage7, select "1.44M" (default option) in "File" → "New", and click "OK". Then, in "Image" → "Boot Sector Properties", select "Windows95/98", click "OK". Save it as an "ima" image file (do not save it in the default "imz" format.
2. Open WinImage7, select and open the newly created 1.44M image, select "Image" → "Change Format", select "Select Custom Image Format", and change the total number of sectors in "Total Sectors" to change the image size. One sector is 512 bytes (0.5KB). 8M is 1024X8 = 8192K. According to 1:0.5 = X:8129, X is 16384 sectors. To make an 8M image, just change the "Total Sectors" to 16384, click "OK", and save the ima file. This file is the 8M floppy disk image you want to create, and you can add boot files to it.
The created image can be booted in VMware, but there will be errors when using the programs in the image. After making this image into an ISO file with Nero, it can be booted in VMware and the programs in the image can be used. In conclusion, making it into an ISO file according to the above method has fewer problems than directly using the ima file (tested in VMware).
I haven't burned it to a CD yet, so I'm not sure about the usage of this image on a real machine. I'll give feedback after burning it to a disk in a few days.

The 23M floppy disk image has been burned into a CD boot disk and can boot. After booting in the IDE port CD-ROM, everything works normally, but there are some issues when using it in a USB CD-ROM.

Can it boot when burned to a CD? If it can, is it virtualized as drive A:? Can drive A: be defined as 23M?

I have been using grub + memdisk to boot large-capacity floppy disk image files. Both Winimage 7.0 or EasyBoot can be used to create large-capacity floppy disk images. Of course, you need to figure out the C, H, S parameters of the floppy disk.
