I want to use networking under pure DOS, and I want to use the NET USE command, but after trying several times it still doesn't seem to work. Is it because ordinary boot disks generally don't have this command??? Does anyone know what software comes with this command? Could you provide a download link? Thanks!

Not entirely correct. As long as networking under DOS is enabled, you can use the Net command in DOS. See Bart's Network boot disk for details.
