Can't update system patches under WINDOWS XP - China DOS Union Forum

Recently after I reinstalled XP, I haven't been able to update the system patches. I turned on Automatic Updates, and WINDOWS found one update. After I clicked Install, this appeared: (Setup could not complete successfully. The following updates were not installed: Background Intelligent Transfer Service (BITS) 2.0 Tool (KB842773).
After that, I downloaded the (BITS) 2.0 Tool (KB842773) to my machine and tried installing it locally, but it still would not install. The message said: "KB842773 Setup Error. Setup cannot update your WINDOWS XP files because the language installed on your system is different from the language of the update." The XP I installed is the Chinese Professional edition. There was absolutely no error during installation, so how could the language be different? I really can't figure it out.
