I installed XP, and now I need to format and reinstall 98. But after booting with the XP startup disk, there are no commands like fdisk or format, and the 98 startup disk won't boot either. What can I do to solve this?

Try the MS-DOS 7.10 boot disk I made. It has all kinds of practical commands in it:
