Everyone discusses DOS programming issues.
Should we also discuss changing DOS's operating interface?

I was thinking, if there were a kind of DOS that, in the Windows operating environment, could have a scroll bar on the right side of the display window, how nice that would be

Linux also only has a character interface, while some software that runs on it, such as X-Window, has a graphical interface. DOS itself is also a character interface, but some software that runs on DOS, such as Windows 3.x/9x/Me, SEAL, Qube, etc., has a graphical interface.

Why does it have to be under the Windows operating environment?
If you want to achieve the above requirement, it's not hard either. Install Win2000 and run DOS inside it. There's a scroll bar, right? Hehe...
