The logo.sys in the root directory of drive C is the boot screen, logow.sys in windows is the screen when shutting down, and logos.sys in windows is the screen when it is safe to shut down now. These are all 320X400 256-color dot matrix images. You can just modify them to the pictures you like.

For WIN98/ME, it's more convenient to use Windows Face Changer to modify the so-called LOGO.SYS. For WIN2K, there seems to be a thing called BOOTXP that can be used to make changes as well.
