The day before yesterday, the author of DOSLFN told me via email that he had just released the latest version 0.32k of DOSLFN, which can already support long filenames in Chinese, Japanese, etc., and asked me to test it. However, my test failed (DIR couldn't display the Chinese long filename), and I told him the result. I hope he can successfully write DOSLFN that supports Chinese long filenames.
