If that's the case, it really looks like the installation disc is bad. Try another one.

WinMe stops copying files when it gets to 10%! So it should be a disc problem.

Probably a CD problem, or the CD-ROM drive's reading ability is too poor.

Probably the disc has a problem, try another one.
