The proper name should be Wget for Win32 Console or Wget for DOS32, that is, Wget that runs in the Win32 console (the DOS box in Win9x/NT), not a true native Windows version.

Could the moderator go through wget's command reference in detail? Its help is in English, and I can't really understand it.

A classic command under Linux. But it's still a bit not enough to use now; a lot of nasty POST downloads and encryption, encoding, and compression can't be handled very well. It's still more satisfying to download things slowly by hand with scripts.

It has nothing to do with Linux itself; it was just later included in GNU/Linux integrated distributions (as well as in distributions integrated with some other Unix-like systems).
