There is one. The USB driver “Motto Hairu” under “Drivers” can emulate a floppy drive (including a normal floppy drive), and virtual CD-ROM drive software can be found under “Script Tools”.

Not sure what exactly you want to use it for.
As long as the program is not accessing the drive directly through interrupt calls, it seems you can use Subst to emulate any drive
For example: subst a: c:\drva
This can make c:\drva virtualized as a floppy drive
Afterwards, use subst a: /d to restore it. Sometimes it is quite useful

When subst virtualizes drive A, strictly speaking it can only virtualize it as drive A, not as a floppy drive.
The best floppy drive emulation software should be simg.exe
It is an extraction program, specifically for extracting img files (floppy disk image files). After extracting, it creates an emulated floppy drive on A!
You can format it, and you can perform almost all operations on it that you can on a physical floppy drive... and when you add files to it there is also a capacity limit, 1.44M! Pretty realistic, isn’t it???
The specific usage is to activate it with right Shift plus ScrollLock. (It is a TSR program).
It is available for download on my FTP. In mysoft\dostool\ccdos\tool. Only about 11K. Very small.

There are also too many virtual CD-ROM drive programs; this forum has introduced quite a few. Including FAKECD, as well as tools such as SHSUCDHD that virtualize ISO and other files as CD-ROM drives.
