I downloaded the Pwin98 mini CD version. Everything is normal when booting in a virtual machine, but I can't enter the graphical interface on a real machine. I don't know why.

I think it's still quite troublesome to use Chinese under DOS, so I think it's better to try to use English as much as possible. Although it's a bit harder to understand compared to using Chinese. But after using it for a long time, you'll get used to it. However, I still have great respect for those Chinese localization authors.
