That cup386 link is dead. It took me quite a while to find it on a Russian website and uploaded it to my cloud disk.

That "English Software Prompt Information Permanent Localization Tool.CAB" is also dead. I downloaded it from CSDN and uploaded it to the cloud disk, under "Tools Related to Other Operating Systems" -> "Windows" directory.
