It contains versions for multiple platforms such as i386, mips, ppc, alpha, etc. Generally, only i386 is useful on common machines.

syslinux+memdisk boot NT 3.51 Chinese version hard disk image file and got a blue screen.
120M hard disk image file, NT 3.51 has been installed, using the universal ATA driver. Load it with memdisk. Then boot via pxelinux diskless. Got a blue screen when booting.
If everyone has a way to boot NT 3.51 diskless, then Vista PE 2.0 will be eliminated.
Let's work together to give full play to the practical application of NT 3.51.

It seems you haven't figured out the most basic problem with memdisk, which is that protected mode systems cannot be used.
You can try NoDisk Angel, but it's estimated to be useless because NoDisk Angel is used on NT 5.x.
It's unrealistic for you to replace PE 2.0 with NT 3.51, as the two are more than ten years apart.

I'm on the T5600, starting Win98 with VPC 5.2, and it's slower than the desktop's Tualatin Celeron 1.47G. Also, isn't PAE for 4G? My laptop has 2G of memory. I turned off PAE (can't run VPC 5.2 without turning it off). What are the benefits of turning it on?

The older versions of VPC have extremely high requirements for hard disk performance.
