For longer delays, if you are worried about inaccuracy, you can use time /T to get the actual time

Because you need to install a network card for the TCP/IP protocol to be automatically installed, and the ping tool works with the TCP/IP protocol. So generally, ping won't work on a computer without a network card.

Running this BAT, you can get sleep.com and sleep.exe. The former can run under DOS6 - 7, and the latter can run under the CMD of XP.
