It means an already installed Win98 on the hard disk. Of course, running the Win98 installer is no problem either.

Let me make my question a bit clearer.
For example, suppose I install win98 on drive c:, then copy the c:\windows directory to drive d:, and then format drive c:.
At this point, if I boot with a dos7.1 boot disk, then enter d:\windows and run the win command, will it start win98 ?

Why copy the C:\WINDOWS directory to drive D:? The folder information might be incorrect that way.

If that works, then I wouldn't need to install 98 every time. I'd only need to back up a windows folder.

No, that won't work. The Windows registry stores a lot of information about the path where Windows is located, so you can't move it like that. Windows is not "green software"!
