Since GRUB is a universal boot manager, it's a bit strange to put it in C's BOOT.INI. Because if the C drive is broken, GRUB won't be able to start. So to give full play to its power, it's best to put it in the MBR. Because even if the C drive or even the partition table of the hard drive is broken, you can still start GRUB to view and maintain it.
