That's how it is. I originally also thought win98 had only one boot sector, but by chance one time when searching for something else, I accidentally found an article saying that win98 has three boot sectors. The general idea was that the first boot sector is the one we usually talk about. It then continues to boot the other two boot sectors.

I didn't save that webpage either, and I don't know whether I could still find it if I went looking for it again.

I also don't know whether what that webpage said was right or not, but from memory, I feel what it said made sense.

windows98 really does seem to have 3 boot sectors. Besides sector 0, other places also store the locations of boot files related to the system and the boot order. But when part of that information is empty, it still seems to be able to run into win98, and I still haven't figured this out. For example, with a floppy disk you can easily boot into the win98 on the hard disk, and this conflicts somewhat with the above view.
