I don't think a program like this would have very broad applications.
You should know that writing a complete application takes a lot of time and effort.
Debugging is the biggest headache. Take a look at the post I made on the forum, it was written in Qbasic. Surely there isn't nobody around you who knows BASIC, right! The code isn't very long either, and I already posted the program for extracting the font patterns too. The key parts have all been solved. With just a little modification it can be used in your own batch file. But writing a complete general-purpose program would be more troublesome.
