Are you guys making it too complicated! Now everyone's graphics cards are at least VGA, allowing font replacement, and Chinese characters can be displayed without additional memory usage. The production method is very simple (extracting font information from the Chinese character library), and the loading program is only a hundred or so bytes. However, the internal code used is different from the usual internal code. You can refer to "Can Chinese characters be displayed without loading a Chinese character system?" I have a boot disk that fully supports Chinese display directly, and no Chinese system is needed.
It's not as complicated as discussed in BTE. As long as you enter Chinese in AUTOEXEC.BAT. When you boot up, it displays in Chinese, and there are no other unnecessary steps.
The only regret is that you can't input Chinese!!!
It includes the following files:
ibmcpi.exe
font.exe
disp.exe
hzfnt16
hzfnt24
command.com
ibmio.sys
config.sys
country.sys
autoexec.bat (displays Chinese completely)
With these files, you can display Chinese completely.
The hzfnt24 font file is a bit larger, 174K. The others are smaller. It can't be omitted, otherwise all Chinese characters can't be displayed. And hzfnt16 is only 17K. It's also necessary. Otherwise, Chinese can't be displayed.
This disk totals 364K

What is drawn with QBWIN is also quite good. It starts completely in Chinese. I made a Chinese boot disk with QBWIN myself. After entering DOS, it is in Chinese.

Put these three files VTMAGIC.COM; HZK16 (renamed from HZK16.GBK); CONFIG.SYS in the same directory.
When running TMAGIC.COM /t CONFIG.SYS, two files CONFIG.EXE and CONFIG.NEW will be generated.
Rename the CONFIG.NEW file to config.sys, and then copy the new internal code Chinese character file config.sys, config.exe, and conmenu.sys to the root directory of the boot disk.
The content of config.sys must have:
device=config.exe
device=ConMenu.sys
