9x did not use DOS real mode; it switched the CPU into protected mode, and that was done by 9x's VxD virtual device drivers.

dos in 9x is in 32-bit protected mode. It is DOS's successor, with product dates of 1981~1995 (win95), 1981~1998 (win98). os/2 once wanted to replace dos, but ultimately failed. The protected-mode dos in win9x enjoys a 32-bit file system, virtual memory, networking, etc.………………………………
