If things are normal, there are only two folder.htt files, one under the WINNT folder, and the other under the WEB folder.

These are folder configuration files, the system already has them. If it's not in the dozens, hundreds, or thousands, then generally there's no problem, it's normal!
Some methods of hiding files make clever use of these files --- changing ordinary hidden files into system hidden files,
so they won't be easily discovered. Of course, that's only the most effective basic hiding method!
